Intersection Improvements Designed to Improve Mobility, Safety for Waco Vehicles, Pedestrians, Visitors

On Nov. 1, TxDOT closed portions of Dutton Ave. at 4th Street in Waco to begin reconstruction of this area. With the growth of Baylor University—specifically the new Baylor Visitors Center and downtown Waco—the realignment and reconfiguration of the intersections of 4th Street, 5th Street and Dutton Avenue at the northbound frontage road are essential. Growth in the area has not only increased vehicular traffic, but also pedestrian and bicycle traffic. Construction Updates

Section 4B: Waco (12th Street to North Loop 340)

Milestones

  • Completed all structural drill shafts and column construction for all bridges.
  • Completed columns and bent caps at University Parks Drive and MLK Boulevard.
  • Completed new bridge deck placements for 11th/12th Streets, 4th/5th Streets, and Behrens Circle.
  • Continued to shift traffic onto portions of the new northbound frontage road.
  • Completed the removal of old pavement from the former northbound mainlanes.
  • Demolished the northbound mainlane bridges over the Union Pacific Railroad.
  • Opened the permanent northbound 18th Street entrance ramp
  • Opened the permanent northbound 5th Street exit ramp.
  • Opened the permanent northbound Loop 340/Lake Shore Boulevard exit ramp.

Down the Road

  • Continue sidewalk and driveway construction for the northbound and southbound frontage roads from Behrens Circle to 12th Street.
  • Continue setting the northbound retaining wall.
  • Continue the east-end headwall and riprap construction of Culvert 5 (Waco Creek).
  • Continue tying individual inlets to the southbound stormwater trunk line.
  • Continue construction of US 84/Waco Drive on the east side of I-35.
  • Continue to upgrade utilities (specifically at 2nd Street) at the southbound frontage road.
  • Continue grading the northbound mainlanes in preparation for new pavement.
  • Continue paving interchanges and U-turns at Behrens Circle, MLK Boulevard, University Parks Drive, and 4th/5th Streets.
  • Continue US Business 77 paving.
  • Continue mainlane bridge construction over US Business 77.
  • Continue northbound mainlane paving.
  • Begin pouring bridge decks over University Parks Drive and MLK Boulevard.
  • Continue cross-street paving.
  • Continue drilled shaft foundations for traffic signals.
  • Continue drill shaft foundations for illumination.
  • Continue cross-street construction of 11th/12th Streets, 4th/5th Streets, University Parks

I-35E Expansion (I-35 East/West split to Ellis County line)

Milestones

  • Completed bridge rails for the new FM 934 and FM 2959 overpasses.

Down the Road

  • Construct portions of the new southbound mainlanes including earthwork and culverts.
  • Construct the I-35E southbound overpass at I-35W.
  • Construct new concrete pavement along I-35E.
  • Complete new concrete paving on FM 934, FM 2959, and related exit and entrance ramps.
